Through some research I made for the QSL Code Of Conduct blog I came across this initiative.

EURAO is founded (2009) with the vocation of grouping all those associations in the old continent, and even around the world, which can not belong to IARU (because its own limitation of only one association per country). The establishment of a Promoters Committee, initially constituted by the associations Union des Radio-Clubs et des Radioamateurs (France), Centro Italiano di Sperimentazione ed Attività Radiantistiche (Italy) and Federación Digital EA (Spain).

EURAO is intended to be a meeting point for all those independent radio amateurs' associations around the world, mainly from Europe, interested in sharing their activities and experiences, making up common services, working together in new projects and, of course, lobbying Public Administrations.
Also individual members from any country are welcome. In fact, they are for whom this project makes sense.
Federation of associations will be, finally, the legal form of EURAO. Meanwhile, all member associations establish thePromoters Committee, whose mission is to take steps to fully legalize the organization. To be part of this Committee, the joining agreement should be signed. More than one association per country is allowed.
As usual, daily operations are managed by an elected Board of Directors and some simple rules approved.

EURAO is bedoeld als ontmoetingsplaats voor al de onafhankelijke radioamateur organisaties in de wereld, meestal uit Europa, die geïnteresseerd zijn in het delen van hun activiteiten en ervaringen.  Dat gebeurt door het organiseren van gemeenschappelijke diensten, samen te werken in nieuwe projecten en uiteraard het lobbywerk bij openbare administraties. Dit is vooral interessant voor organisaties die geen lid van de IARU kunnen worden omdat er maar 1 organisatie per land lid kan zijn.
Maar ook individuele leden, van welk land ook, zijn welkom. In feite is het precies voor hen dat dit project zin heeft.
De Federatie van verenigingen zal uiteindelijk de wettelijke vorm van EURAO zijn. Ondertussen zijn het alle verenigingen die lid zijn het Promo Comitee, die er zorg voor dragen acties te ondernemen om de organisatie volkomen wettelijk te maken. Om deel uit te maken van dit comitee moet een lidmaatschapsovereenkomst ondertekend worden. En er is meer dan één vereniging per land welkom.
Zoals gebruikelijk worden de dagelijkse activiteiten geleid door een verkozen Raad van Bestuur en worden enkele eenvoudige regels goedgekeurd.
